Abstract
Apresenta as principais tendências do setor de telecomunicações. Identifica alguns modelos internacionais de reestruturação: anglo-saxônico - privatização para agentes internos ; europeu-continental - modernização sem privatização; e latino-americano hispânico - privatização para operadores externos. Analisa os aspectos da política de telecomunicações no Brasil, detalhando as etapas básicas da reforma constitucional, especialmente a Lei Geral de Telecomunicações. Focaliza os aspectos centrais da situação atual e o desempenho econômico-financeiro do Sistema Telebrás. Apresenta observações e sugestões acerca do processo regulatório no tocante à ampliação da concorrência.
