Abstract
Os fatores populacionais não são neutros em relação ao processo de desenvolvimento. No âmbito do Sistema das Nações Unidas, cabe ao Fundo de População das Nações Unidas (UNFPA) e seus parceiros criar as condições para garantir que esses fatores sejam integrados nas estratégias de redução da pobreza e nos processos de planejamento do desenvolvimento, não apenas nos aspectos diretamente relacionados à saúde e à reprodução, mas em toda a gama de questões que constituem a agenda de População e Desenvolvimento. Os Objetivos de Desenvolvimento do Milênio (ODM), originados da Cúpula do Milênio de 2000 e que atualmente constituem a principal diretriz internacional para o processo de desenvolvimento, compartilham uma ampla interseção temática com a Conferência Internacional sobre População e Desenvolvimento (CIPD) e seu Programa de Ação, acordado no Cairo em 1994. O potencial alcance de cada um deles depende, em certa medida, do alcance do outro.

Population factors are not neutralwith respect to the development process. Within the United Nations System, it is the responsibility ofthe United Nations Population Fund (UNFPA) and its partners to create the conditions to ensure that these factors are integrated in poverty reduction strategies and development planning processes,
not only in those aspects directly related to health and reproduction, but across the full range of issues that constitute the Population and Development agenda. The Millennium Development Goals (MDGs), which originated from the Millennium Summit of 2000 and at present constitute the principal international guideline for
the development process, share a broad thematic intersection with the International Conference on Population and Development (ICPD) and its Programme ofAction (PoA), agreed upon in Cairo in 1994. The potential achievement of each of them depends, to some extent, on the attainment of the other.
