Abstract

Este texto tem por objetivo subsidiar o debate atual sobre reforma tributária, mostrando como os pressupostos teóricos que deram suporte ao atual modelo de tributação da renda no Brasil estão passando por uma expressiva revisão internacional, tanto em consequência do aumento da desigualdade quanto do amadurecimento da teoria da tributação ótima. Essa revisão indica que tanto a progressividade quanto a tributação da renda do capital podem ser compatibilizadas num arcabouço neoclássico que busque equilibrar a busca de equidade e eficiência econômica. Nesse sentido, conclui-se que no mínimo a isenção do retorno extraordinário do capital (na forma da isenção total de dividendos distribuídos, como ocorre no Brasil) deve ser suprimida do sistema tributário brasileiro, sugerindo-se o modelo dual nórdico como referência para uma proposta de reforma.

This paper aims to subsidize the current debate on tax reform, showing how the theoretical assumptions that supported the current model of income taxation in Brazil are undergoing a significant international revision, both as a consequence of the increasing inequality and the maturation of the theory of optimal taxation. This review indicates that both the progressivity and the taxation of capital income can be made compatible in a neoclassical framework that seeks to balance the search for equity and economic efficiency. In this sense, it is concluded that at least the exemption of excess return of capital (in the form of the total exemption of distributed dividends, as in Brazil) should be removed from the Brazilian tax system, suggesting the Nordic dual income tax as a reference for a proposed reform.
