Abstract
Este trabalho tem por objetivo analisar a Previdência Social brasileira como política destinada a promover a justiça na distribuição dos recursos sociais. O problema sobre o qual está centrado este estudo pode ser expresso por meio da seguinte questão: como se relacionam o debate sobre as teorias da justiça e a atuação do Estado brasileiro (no que diz respeito a uma determinada política social) para a promoção da justiça social? O problema será abordado mediante uma discussão teórica acerca da justiça social no pensamento filosófico liberal e uma investigação do impacto do subsistema da previdência social rural. As teorias de justiça tratadas serão aquelas propostas por John Rawls e Amartya Sen, dois dos maiores representantes do debate atual sobre princípios de justiça capazes de promover os ideais de igualdade e de liberdade. A previdência rural será analisada por meio de uma comparação entre beneficiários e não beneficiários residentes na região Nordeste. Os dados relativos aos não beneficiários foram extraídos da Pesquisa Nacional por Amostra de Domicílios (Pnad) de 1998 e comparados com os resultados da Pesquisa Avaliação Socioeconômica e Regional da Previdência Social Rural, realizada pelo Ipea também em 1998. Uma das principais conclusões sugeridas por este trabalho diz respeito à relevância dos valores de justiça na formulação e na avaliação de políticas públicas. O subsistema da previdência rural é considerado congruente com os princípios de justiça formulados por John Rawls, além de estimular a aquisição das “liberdades” propostas por Amartya Sen.

This work intends to analyse Brazilian Pension System as a policy designed to promote justice in the distribution of social resources. The study is focused on a problem that can be expressed through the following question: how is related the debate about theories of justice and the performance of Brazilian state directed to achieve social justice? The problem will be approached through a theoretic discussion of social justice in the liberal philosophic thought as well as through an investigation of the impact of the rural pension subsystem. The theories of justice revised are those proposed by John Rawls and Amartya Sen, two of the major representatives of the current debate about principles of justice capable of fostering the ideals of equality and liberty. Rural pension subsystem will be analysed through a comparison between beneficiaries and nonbeneficiaries living in the Northeast region of Brazil. Information and data relative to the non-beneficiaries have been extracted from the 1998 Pesquisa Nacional por Amostra de Domicílios (Pnad) and compared to the results of the Pesquisa Avaliação Socioeconômica e Regional da Previdência Social Rural, accomplished by Ipea in 1998. One of the main findings suggested by this work is relative to the importance of the justice values in the process of formulating and evaluating public policies. Rural pension subsystem is considered consonant with the principles of justice proposed by John Rawls, besides stimulating the acquisition of “liberties” proposed by Amartya Sen.
