Abstract
Argumenta em favor da adoção de regras de flexibilização fiscal que contenham o crescimento dos gastos da União e que abram espaço para aumentos do superávit primário e/ou para incrementos dos investimentos públicos. Com base nas premissas de que a rigidez fiscal é muito elevada – tanto do lado das receitas quanto das despesas – e de que esta acarreta uma certa "armadilha" que trava a consolidação da estabilidade macroeconômica, o autor propõe que os gastos correntes obrigatórios não-financeiros da União sejam flexibilizados por meio de regras que imponham cortes e/ou limites aos segmentos das despesas considerados ineficientes, ineficazes ou improdutivos. Em especial, isso envolve uma avaliação dos gastos sociais – sobretudo dos pagamentos de benefícios da previdência social – que leve em conta não apenas critérios de política social, mas também de política macroeconômica (estabilização e crescimento).

It argues in favor of the adoption of fiscal flexibility rules that contain the growth of Union spending and that make room for increases in the primary surplus and/or for increases in public investments. Based on the premises that fiscal rigidity is very high – both on the revenue and expenditure side – and that this entails a certain "trap" that hinders the consolidation of macroeconomic stability, the author proposes that mandatory current expenditures should not be The Union's financial resources are made more flexible through rules that impose cuts and/or limits on segments of expenditure considered inefficient, ineffective or unproductive. In particular, this involves an assessment of social spending – especially social security benefit payments – that takes into account not only social policy criteria, but also macroeconomic policy (stabilization and growth).
