Abstract

The purpose of this study is to evaluate the evolution of the Social Electricity Tariff program in Brazil over the period 2014-2024, by analyzing the trajectory of the cost of providing public services and the regional distribution of subsidies and charges. The data show that, although there was relative stability in the allocation of costs and benefits of the program during the period analyzed, there was an increase in the share of subsidies received by the Southeast region at the expense of the Northeast, while this region also came to account for a larger share of the TSEE's costs. The study also highlights the increase in the cost of public policy (shadow price) observed over the decade, which occurred differently between the regions of the country and had a significant impact in distributive terms, and should be considered a key criterion for the efficiency of public policy in the future.
