Abstract

The objective of this article is to show that the pattern of generating public spending in Brazil is far from being considered efficient. Some causes for this problem are highlighted. Firstly, the 1988 Constitution, which represented the option for state intervention in the economy, welfare and protection of specific interests. Secondly, the dispersion and low coordination of political power in the democratic regime established since 1984, which weakened fiscal control. Thirdly, the fragility of institutions and organizations for controlling, coordinating and planning public programs, as well as enforcing budget restrictions.
