| dc.description.abstract | O Conselho Sul-Americano de Economia e Finanças (CSEF) da União de Nações Sul-Americanas (Unasul) foi constituído em agosto de 2011, em Buenos Aires, na ocasião em que se reuniram os ministros da Fazenda e presidentes dos bancos centrais dos doze países da região. Ao lado de outros onze conselhos setoriais, o CSEF integrou a estrutura institucional da organização, ocupando-se dos temas relativos à estabilidade e ao desenvolvimento financeiros da região. Para tanto, o conselho contou com três grupos de trabalho: i) reservas internacionais; ii) convênios de pagamentos e créditos recíprocos – Associação Latino-Americana de Integração (Aladi), Sistema de Moedas Locais (SML) e Sistema Unitário de Compensação Regional de Pagamentos (Sucre); e iii) incentivo ao comércio intrarregional e à integração socioprodutiva. No âmbito do CSEF, buscou-se também fortalecer os bancos multilaterais de desenvolvimento, como o Banco de Desenvolvimento da América Latina e Caribe – antiga Corporação Andina de Fomento (CAF) – e o Banco do Sul, bem como ampliar a atuação do Fundo Latino-Americano de Reservas (FLAR) na região. Este artigo visa contextualizar a criação do CSEF, apresentar os principais temas tratados no seu âmbito, recuperando os debates e encaminhamentos dos grupos de trabalho que o integraram, e, finalmente, registrar seu legado para a superação dos desafios da estrutura financeira regional. | pt_BR |
| dc.description.abstractalternative | The South American Council of Economy and Finance (CSEF) of the Union of South American Nations (Unasur) was established in August 2011 in Buenos Aires, during a meeting of the finance ministers and central bank governors from the twelve countries of the region. Alongside eleven other sectoral councils, the CSEF became part of the institutional structure of the organization, focusing on issues related to the financial stability and development of the region. To this end, the council created three working groups: i) international reserves; ii) payment and reciprocal credit agreements – Aladi, SML, and Sucre; and iii) promotion of intra-regional trade and socio-productive integration. Within the framework of the CSEF, efforts were also made to strengthen multilateral development banks, such as the Development Bank of Latin America and the Caribbean (formerly the Andean Development Corporation – CAF) and the Bank of the South, as well as to expand the role of the Latin American Reserve Fund (FLAR) in the region. This article aims to contextualize the creation of the CSEF, present the main topics addressed within its scope, review the debates and decisions of the working groups, and, finally, record its legacy in addressing the challenges of the regional financial structure. | pt_BR |
