Abstract

In this study we analyze the relations between the social security, the aggregate savings level and economic growth, opening space for the reflection on the reform of the Brazilian social security system. We attempt to demonstrate, that the mechanisms leading to the formation of private savings are extremely complex and that the formulation of policies seeking to increase domestic savings would have to concentrate on the reduction of the public deficit (increase government savings) in which the social security represents a significant role. Although we believe that a reform of the social security system could have positive effects on savings, because of its relation to the creation of an environment favorable to savings expansion, we must stand out that it is not enough by itself for a substantial increase of the accumulation of capital. Thus it has to be followed by an ensemble of changes in the rest of the economy.
