Abstract

O objetivo deste trabalho é avaliar a evolução dos fluxos bilaterais de comércio internacional entre 44 países e, em particular, os efeitos de acordos preferenciais de seis blocos econômicos, no período 1986/97. Para tal, foi estimada equação de um “modelo gravitacional”, pela qual é possível comparar o peso da influência de preferências comerciais com o de outros determinantes do comércio, como a proximidade geográfica entre os países, seus níveis de renda absoluta e per capita, adjacência e idiomas comuns. Em adição, foi introduzida uma variável “distância relativa”, que permite evitar que o comércio mais intenso realizado por países isolados dos mais importantes centros econômicos seja “captado” pela dummy representativa do bloco regional, superestimando-a, e o contrário, no caso de países muito próximos daqueles centros. A análise é posteriormente segmentada em quatro subperíodos — 1986/88, 1989/91, 1992/94 e 1995/97 —, para que possam ser examinados os impactos resultantes de acordos mais recentes, como o Nafta e o Mercosul.

In this paper, the authors analyse the evolution of the bilateral trade flows among 44 countries, from 1986 throughout 1997, focusing on the effetcts of the preferential trade arrangements (PTAs) joining most of those countries in six important trading blocs. The analysis is done by estimating an equation of a “gravity model”, whose basic determinants are the geographical distance, the GDP and the GDP per capita of the countries. Other variables are included, such as common borders and languages, in addition to dummies representing the preferential trading blocs. A “relative distance” variable is also included, in order to prevent the PTA’s dummies to “capture” part of the intense trade that usually prevails among very remote countries. Finally, the analysis is segmented into four subperiods — 1986/88, 1989/91, 1992/94 and 1995/97 —, to allow an evaluation of the impacts generated by the more recent agreements, such as Nafta and Mercosur.
