Abstract

O Fundo Monetário Internacional (FMI) sempre defendeu o livre fluxo de capitais financeiros, baseado no conceito de que, por si mesmo, ele promove o desenvolvimento econômico. Esta percepção se enfraqueceu desde o advento da crise econômica global, em 2007. O propósito deste estudo é analisar a evolução da percepção do FMI com relação a este assunto - se foi ou não um avanço importante para reorientar as políticas cambiais de seus países-membros. É relevante, ainda, iluminar os impactos da volatilidade desses fluxos no desempenho dos mercados cambiais e, consequentemente, na consistência macroeconômica dos países em desenvolvimento.

The IMF has always supported the free financial flows of capital, based on the concept that they improve economic growth in itself. This perception has debilitated since the global economic crisis beginning in 2007. The purpose of this paper is to analyze the evolution of the IMF’s way of understanding this issue; weather it were or not an important improvement to guide the future exchange policies of their shareholders. Still, it is relevant to highlight the impacts of these flows on the volatility of the exchange markets, and consequently on the macroeconomic consistence of developing countries.
