Abstract

The chapter highlights the strict fiscal context in Brazil in recent years, with the search for fiscal surpluses to reduce the debt-GDP ratio and enable a fall in interest rates and economic growth. However, it points to limits to this strategy due to the increase in the tax burden, which reaches its upper limit, and the growth of government transfers to meet social demands. The text highlights the unsustainable compression of government investment spending as an obstacle to solid growth and mentions the Growth Acceleration Plan (PAC) as an initiative to overcome this limitation. It proposes improving the quality of public spending as a way to maintain fiscal surpluses and promote economic development, highlighting the need to evaluate and measure the waste of public resources. The third part of the book addresses the assessment and measurement of inefficiency in government action, offering paths to more efficient government action, with five articles that explore the topic from different perspectives.
