The impacts of social protection benefits on behaviours potentially related to inclusive growth: a literature review

Abstract

"Social protection benefits could theoretically lead to a distortion in marginal incentives given by market prices and, therefore, could have negative impacts on microeconomic behaviours potentially related to economic growth, such as saving and labour supply. On the other hand, they could allow liquidity- and credit-constrained individuals and households to invest in education, in a new business or even in migrating to places where they could make better use of their skills". "Os benefícios advindos da proteção social poderiam, teoricamente, levar a uma distorção nos incentivos secundários dados pelos preços de mercado e, portanto, poderiam acarretar impactos negativos em comportamentos macroeconômicos potencialmente relacionados ao crescimento inclusivo, tais como poupança e oferta de mão de obra. No entanto, poderiam também permitir que indivíduos e agregados familiares com restrições de liquidez e de crédito invistam em educação, em novos empreendimentos e, até mesmo, na migração para lugares onde possam fazer melhor uso de suas habilidades e competências" .
