Abstract

The CPMF was approved in 1999 with a rate of 0,38 %. It has been reduced lately to 0,30 % and the tax should be eliminated in 2002 (June). In this case, important cuts of expenditures would be needed in 2002 and 2003 to make feasible the achievement of the fiscal targets. On the other hand, the Congress is debating the adoption of a Poverty Fund, with yearly expenditures of around R$ 4 billion at constant prices of 2000. The paper includes a proposal of extension of CPMF with declining rates after 2002. This would (i) avoid the necessity of new expressive cuts of expenditures; and (ii) allow na increase of minimum wage, in order to benefit the population of low income.
