Abstract

In this paper we examined the relation between the public expenditure and the economic growth in the Brazilian economy in the last two decades (1996-2016), which were marked by politicaleconomic ruptures, both internal and external. Under the dynamic of this relation, theoretically interpreted as Wagner’s Law, there are several formulations, being here treated three of them: Peacock and Wiseman (1961), Gupta (1967) and Goffman (1968). The results of all three formulations do not allow to ratify the hypothesis proposed by the Wagner’s Law, despite the evident expansion of the public expenditure in the last decades, result that suggests that the share of the public expenditure in income has maintained in the long term. In contrast, in the short term, the elasticity of public expenditure shows that transitory changes increased the size of governmental expenditure in relation to the income growth, conditioning consequently the dynamic of public expenditure.
