Abstract
A União Europeia (UE) é o membro mais ativo da Organização Mundial do Comércio (OMC) na celebração de acordos bi ou plurilaterais de comércio. Foi também pioneira nesse tipo de iniciativa, com acordos assinados desde a década de 1970, com um impulso nos primeiros anos da década de 1990, quando o movimento de acordos regionais de comércio ganha destaque. Essas são importantes razões para se reconhecer sua experiência em negociação e a consolidação de práticas, inclusive regulatórias, o que traz um grande desafio para qualquer negociação que venha a se desenvolver com o Mercado Comum do Sul (Mercosul). Na área de meio ambiente, o protagonismo da UE também é confirmado. Pretende-se aqui delinear cinco das principais estratégias identificadas nos acordos de comércio assinados pela UE, na
área de meio ambiente, a fim de considerar possíveis propostas por parte deste bloco econômico e eventuais desafios que possam se colocar nas negociações birregionais UE-Mercosul.

The European Union is the most active member of the World Trade Organization when it comes to the negotiation of bilateral or plurilateral trade agreements. It was also a pioneer in these type of initiative, with agreements having signed since the 1970s and many in the early 1990s, during the boom in regional trade agreements negotiation. The aforementioned are important reasons to recognize the European Union’s experience in negotiation and consolidation of practices, including regulatory ones, which brings a great challenge to any negotiations that may develop with Mercosur.
In the environmental area, this important role of the European Union is also confirmed. This paper outlines the European Union’s five key trade agreements strategies in the area of environment and discusses possible offers from it, as well as potential challenges in the European Union and Mercosur bi-regional negotiation.
