Abstract

Embora insuficiência de renda seja um importante indicador escalar de pobreza, ele certamente não é o único possível. A ideia de construir um indicador escalar que sintetize todas as dimensões relevantes da pobreza é antiga. Não obstante, tomou verdadeiro impulso apenas após a criação do Índice de Desenvolvimento Humano (IDH) pelo PNUD, no início da década de 1990 [ver UNDP (1990)]. O IDH, entretanto, apresenta deficiências largamente conhecidas e reconhecidas, as quais são tratadas neste estudo. Dito isso, o objetivo central deste estudo é demonstrar como é possível obter um indicador sintético, no mesmo espírito do IDH, calculável no nível de cada família e que possa ser facilmente agregado para qualquer grupo demográfico, tais como os negros ou as famílias chefiadas por mulheres, da mesma forma como tradicionalmente é feito com os indicadores de pobreza. Também se apresenta uma aplicação do índice proposto, a partir de informações da PNAD de 2001.

Altough the income is an important measure of poverty, it is not obviously the only measure that can be used. The idea of adopting an indices that includes many dimensions of poverty is not new, but got great impulse only after the creation of the HDI — Human Development Indicador by United Nations during the 90’s. The HDI, by the way, presents a lot of dificulties which are discussed in this paper. The purpose of this paper is to demonstrate the possibility of having an indices to express poverty that can be calculated to each family and that can be easily calculated to any demografical group, like, for example, negros or families headed by women, just like it can be done with income measures. We also present an aplication of the indices proposed, using informations from the PNAD 2001.
