Abstract
O texto apresenta um modelo que relaciona a performance das exportações brasileiras com a política comercial. Mostra também que a taxa de crescimento das exportações industriais foram afetadas pelas restrições nas importações. Ademais, examina as implicações desses resultados no pacote econômico de dezembro de 1979 e nas possíveis mudanças da política comercial.

The paper presents a model that relates the performance of Brazilian exports with trade policy. It also shows that the growth rate of industrial exports have been affected by restrictions on imports. Moreover, it examines the implications of these results on the economic package of dez. 1979 and possible changes in trade policy.
