Abstract

Dois fatores domésticos parecem especialmente importantes para explicar a resiliência do protecionismo nas políticas comerciais e industriais do Brasil. O primeiro refere-se ao peso de fontes não econômicas de preferências (Jamal e Milner, 2013) ou idéias (Rodrik, 2013) na definição de políticas públicas. Neste relatório, o papel central das idéias aponta para a resiliência do paradigma da política econômica externa consolidada durante o período de industrialização de substituição de importações. Esse paradigma sobreviveu ao episódio de liberalização da década de 1990 e continua sendo o conjunto hegemônico de idéias no país, que se aplica a políticas que lidam com a integração do Brasil na economia mundial.

Two domestic factors seem especially important in explaining the resilience of protectionism in Brazil’s trade and industrial policies. The first one refers to the weight of non-economic sources of preferences (Jamal and Milner, 2013) or ideas (Rodrik, 2013) in shaping public policies. In this report the central role of ideas points to the resilience of the paradigm of foreign economic policy consolidated during the period of import-substitution industrialization. This paradigm survived the liberalization episode of the 1990s and remains the hegemonic set of ideas in the country applying to policies dealing with Brazil’s integration to the world economy.
