The state of social insurance for agricultural workers in the Near East and North Africa and challenges for expansion

Abstract

Agricultural workers are exposed to many risks during their life cycle and are particularly vulnerable to covariate risks, such as droughts, armed conflict and pandemics. Despite the great potential of social protection policies to protect this segment of the population, agricultural workers are commonly excluded from social protection systems, especially contributory ones. This One Pager summarises findings of a study that examines the barriers for agricultural workers to participate in contributory schemes, highlighting good practices being adopted in NENA countries to address them.

As famílias rurais que vivem na pobreza são altamente expostas a riscos durante as fases do ciclo de vida, além de riscos covariáveis. Políticas de proteção social têm grande potencial para mitigar esses riscos, reduzir a pobreza e promover o desenvolvimento agrícola. Os sistemas contributivos podem fornecer níveis mais elevados de proteção, permitindo que as populações rurais gerenciem riscos de forma mais eficiente e evitem o empobrecimento. No entanto, os trabalhadores agrícolas são frequentemente excluídos dos sistemas de proteção social, especialmente dos regimes contributivos. Este One Pager resume as conclusões de um estudo desenvolvido pelo IPC-IG e o Escritório Regional da FAO-NENA contribuir para o preenchimento de uma lacuna na literatura sobre o papel dos regimes contributivos para os trabalhadores do setor agrícola.
