Abstract

The study investigates institutional mechanisms to stimulate cooperation in Brazilian federalism, focusing on the Council of the Federation as a forum for articulating the divergent interests of federal entities. It analyzes the possibilities and limitations of this body in resolving political conflicts and formulating a shared public policy agenda, which is crucial in an asymmetric federal system like Brazil’s. Based on the literature on federal coordination and intergovernmental relations, the study assesses whether the Council can propose solutions and integrate interests around policies that benefit all federal entities. The research explores its impact on promoting cooperation and federal governance.
