Abstract
O objetivo deste trabalho é investigar a capacidade fiscal dos estados brasileiros à luz das estimativas dos seus índices de autonomia, adotando como marco temporal de análise o período após a aprovação da Lei de Responsabilidade Fiscal (LRF), sancionada no ano 2000. O texto contempla uma breve discussão sobre o conceito de federalismo, federalismo fiscal e as questões relacionadas à repartição de recursos e conflitos federativos. Em seguida, procura-se fazer uma descrição resumida dos principais fatos econômicos que aconteceram na economia brasileira no período 1990-2010 e seus rebatimentos na estrutura tributária dos Entes Federados. Em capítulo especial discutem-se os indicadores objeto de investigação. Também é analisada a trajetória do índice de autonomia dos estados, por meio de um corte sub-regional. Considerando este corte regional, é possível perceber a existência de uma forte assimetria na capaci¬dade fiscal dos estados, decorrente do elevado grau de disparidade regional de renda presente no cenário federalista do país.

The objective of this study is to investigate the fiscal capacity of the Brazilian states in the light of estimates of their indices of Autonomy, adopting as timeframe analysis the period following approval of the Fiscal Responsibility Act, passed in the year 2000. The text provides a brief discussion of the concept of Federalism, Fiscal Federalism, and the issues related to resource allocation and federal conflicts. Then a brief description of the major economic events that occurred in the Brazilian economy in the period 1990-2010 and its repercussions in the tax structure of the federated entities is made. A special chapter discusses the indicators investigated. It is also analyzed the trajectory of the Index Autonomy of the states, through a cut sub-regional. Given the regional approach is possible to perceive the existence of a strong asymmetry in the fiscal capacity of the states due to the high degree of regional income disparity in this country’s federalist scenario.
