dc.description.abstract | Na última década, testemunhou-se o aumento substancial do volume de financiamentos chineses de projetos de grande envergadura nos países em desenvolvimento. Apesar de não restritos ao sentido estrito de “ajuda”, esses financiamentos são considerados a pedra angular da Cooperação Internacional para o Desenvolvimento (CID) da China e têm constituído uma alternativa para as economias emergentes. Partindo dessa premissa, o artigo analisa a expansão desses fluxos na América Latina e Caribe (ALC), com foco no avanço da Iniciativa Cinturão e Rota (Belt and Road Initiative – BRI) na região. Como referencial teórico o estudo baseia-se na revisão da literatura sobre CID e Cooperação Sul-Sul (CSS), verificando as características específicas do modelo chinês. Empiricamente, a pesquisa analisa a expansão dos financiamentos de bancos chineses na região e o quadro de adesões e hesitações entre as três maiores economias regionais (Brasil, Argentina e México). Argumenta-se que apesar da cooperação promovida pela China não corresponder à definição convencional do conceito, consequências tangíveis que não devem ser menosprezadas são desencadeadas nas economias regionais e em sua dependência vis-à-vis doadores tradicionais. | pt_BR |

ipea.englishdescription.abstract | The last decade has witnessed a substantial increase in the volume of Chinese financing for large-scale projects in developing countries. Although it cannot be said that these financing are strictly limited to the concept of “aid” in its conventional meaning, they are considered the cornerstone of China’s International Development Cooperation (IDC) and have thus constituted a valuable alternative for emerging economies. Following this premise, the article analyzes the expansion of flows in Latin America and the Caribbean (LAC), focusing on the increasing projection of the Belt and Road Initiative (BRI) in the region. As for the theoretical framework, the study employs literature review on IDC and South-South Cooperation (SSC) to examine the intrinsic characteristics of the Chinese model. Empirically, the research addresses the growth of Chinese banks financing in the region as well as the current framework of entrances and hesitations among the three largest regional economies (Brazil, Argentina and Mexico). It is argued that, although the Chinese cooperation dynamic does not match the conventional definition of the concept, it produces tangible effects on regional economies and their dependence vis-à-vis traditional donors which should not be overlooked. | pt_BR |
