Facilitating transition between social assistance and social insurance : conceptual framework and review of global good practices for countries in the Arab Region

Abstract

The document analyzes the challenges and opportunities in integrating social assistance programs and social insurance systems in developing countries, aiming to expand social protection coverage and facilitate the transition to formal employment. It highlights that programs such as Bolsa Família and Prospera support vulnerable families but often exclude formal workers, while contributory systems mainly benefit those already in the formal economy, leaving millions without protection. To address this gap, the study recommends creating gradual transition mechanisms, integrating cash transfer programs with social security inclusion, investing in professional training, providing incentives for formalization, and aligning social, labor, and fiscal policies. The goal is to reduce vulnerabilities, expand coverage, ensure the right to decent work, and promote a more inclusive and sustainable social protection system.
