It highlights that programs such as Bolsa Família and Prospera support vulnerable families but often exclude formal workers, while contributory systems mainly benefit those already in the formal economy, leaving millions without protection. To address this gap, the study recommends creating gradual transition mechanisms, integrating cash transfer programs with social security inclusion, investing in professional training, providing incentives for formalization, and aligning social, labor, and fiscal policies.
