dc.description.abstract | O regionalismo é a forma pela qual os Estados-nação procuram solucionar questões políticas e econômicas no nível regional, tradicionalmente vinculadas à promoção do livre-comércio e à superação de conflitos interestatais. Para os países menos desenvolvidos, o regionalismo é percebido como um mecanismo estratégico de desenvolvimento. Diante dos processos de independência, as iniciativas de integração africanas começaram a ser pensadas e fundadas de forma concomitante à formação dos Estados-nação no decorrer do século XX. Isso faz da integração do continente africano um processo particular. Este trabalho faz uma análise do desenho institucional e do grau de institucionalização das principais organizações regionais africanas, enfatizando seus objetivos e seu papel para a integração continental e oferecendo um histórico de criação dos mecanismos de integração que culminaram na formação da União Africana (UA), a principal organização de integração do continente. Aborda, ainda, a institucionalização dos dois principais e mais recentes mecanismos de desenvolvimento da UA, a Agenda 2063 e a Área Continental de Livre-Comércio Africana (African Continental Free Trade Area – AfCFTA) e apresenta uma análise institucional das oito comunidades econômicas regionais (CERs) reconhecidas pela UA, as quais atuam junto à organização de forma colaborativa, a fim de promover uma integração ampla. Por fim, realiza uma síntese com apontamentos sobre as principais dificuldades, desafios e avanços dessa complexa estrutura de integração regional. | pt_BR |

ipea.englishdescription.abstract | Regionalism is the way in which nation-states seek to resolve political and economic issues at the regional level, traditionally linked to the promotion of free trade and the overcoming of inter-state conflicts. For less developed countries, regionalism is perceived as a strategic mechanism for development. In the face of the independence processes, African integration initiatives began to be thought out and founded concomitantly with the formation of nation-states during the 20th century. This makes the integration of the African continent a particular process. The present paper aims to make an analysis of the institutional design and degree of institutionalization of the main African regional organizations, emphasizing their objectives and their role for continental integration. Thus, it offers a history of the creation of integration mechanisms that culminated in the formation of the African Union (AU), the continent’s main integration organization. It also addresses the institutionalization of the two most recent major development mechanisms of the African Union, Agenda 2063 and the African Continental Free Trade Area (AfCFTA). It, then, presents an institutional analysis of the eight regional economic communities (RECs) recognized by the African Union, which work collaboratively with the organization to promote broad integration. Finally, a synthesis is made with notes on the main difficulties, challenges and advances of this complex structure of regional integration. | pt_BR |
