How harmonised is Zimbabwe's Harmonized Social Cash Transfer Programme?

Abstract

"Since 2010, Zimbabwe has been building up a National Case Management System (NCMS) to integrate the records of the many child care and social protection initiatives available in the country. This system is expected to automate the matching of available services to potential beneficiaries. This would be a major boon to case management at the local level, since there are many small scale, fragmented initiatives. The automation of records, however, has not yet been developed to such an extent, though a pilot started in February 2017 is expected to promote great advances in that area. Nevertheless, up to 2016 the NCMS has allowed for the training and institutional strengthening of health and social workers at the local level, empowering them to improve case management even without the support of a fully functional monitoring and information system”. "Desde 2010, o Zimbábue vem construindo um Sistema Nacional de Gestão de Casos (National Case Management System — NCMS), com o intuito de integrar os registros das várias iniciativas de proteção social e cuidado infantil do país. Espera-se que esse sistema automatize a correspondência dos serviços para beneficiários em potencial. Tal situação traria grandes benefícios para a gestão de casos em âmbito local, visto que há muitas iniciativas de pequena escala e fragmentadas. Entretanto, a automação de registros ainda não se encontra desenvolvida a esse nível, não obstante um projeto-piloto que teve início em fevereiro de 2017 e que pretende trazer grandes avanços nessa área. De qualquer forma, até 2016, o NCMS permitiu o treinamento e o fortalecimento institucional de assistentes sociais e trabalhadores da área da saúde em âmbito local, possibilitando-lhes o aprimoramento da gestão de casos mesmo sem o respaldo de um sistema de monitoramento e informação (SMI) plenamente funcional".
