Abstract
As organizações coletivas de produção (cooperativas e associações) podem barganhar melhores preços e menores custos, o que aumenta a receita líquida, por um lado, e facilita a adoção de tecnologias, por outro. Este estudo busca avaliar o impacto da produção familiar no Brasil e sua relação com a estrutura produtiva. Como hipótese, acredita-se que organizações coletivas de produção (cooperativas ou associações de produtores) contribuem para o crescimento da produção da agropecuária de menor porte e para o uso mais eficiente dos recursos. Portanto, primeiramente, estimou-se uma função de produção, por meio do modelo de fronteira estocástica espacial local, para avaliar a dinâmica produtiva e a presença institucional de cooperativas e associações nos municípios brasileiros. Em seguida, foram mensuradas as fontes de eficiência
técnica da produção de menor porte. Com base no Censo Agropecuário de 2017, constatou-se que o percentual regional da produção da agricultura familiar em cooperativas e associações tem efeito positivo
no valor bruto da produção e no desenvolvimento local. Os resultados mostraram que os municípios do
Nordeste apresentam eficiência técnica inferior aos das regiões Sul, Sudeste e Centro-Oeste. Essa conclusão
está relacionada ao ambiente institucional, que no Sul pode promover políticas com maior integração local
(bottom-up) e que no Nordeste depende de ações mais centralizadas, com baixa inserção de instituições
locais (top-down). Variáveis como escolaridade, orientação técnica e precipitação contribuíram para os ganhos de eficiência. Portanto, a promoção de arranjos coletivos e a inclusão de instituições locais são um instrumento de desenvolvimento regional relevante no contexto do crescimento produtivo, que por sua vez
aumenta a eficiência técnica da produção agrícola de pequena escala no Brasil.

Collective production organizations (cooperatives and associations) can bargain for better prices and lower
costs, which increases net revenue, on the one hand, and facilitates the adoption of technologies, on the other.
This study seeks to evaluate the impact of family production in Brazil and its relationship with the productive
structure. As a hypothesis, it is believed that collective production organizations (cooperatives or producers’
associations) contribute to the growth of smaller agricultural production and to the more efficient use of
resources. Therefore, first, a production function was estimated, using the local spatial stochastic frontier model, to assess the productive dynamics and the institutional presence of cooperatives and associations in Brazilian municipalities. Then, the sources of technical efficiency of the smaller production were measured. Based on the 2017 Agricultural Census, it was found that the regional percentage of family farming production in cooperatives and associations has a positive effect on the gross value of production and on local development. The results showed that the municipalities in the Northeast have lower technical efficiency than those in the South, Southeast and Midwest. This conclusion is related to the institutional environment, which in the South can promote policies with greater local integration (bottom-up) and which in the Northeast depends on more centralized actions, with low insertion of local institutions (top-down). Variables such as education, technical orientation and precipitation contributed to efficiency gains. Therefore, the promotion of collective arrangements and the inclusion of local institutions are a relevant regional development instrument in the context of productive growth, which in turn increases the technical efficiency of small-scale agricultural production in Brazil.
