Abstract
Este trabalho contém uma descrição e uma avaliação das políticas industrial e de comércio exterior brasileiras recentes, com ênfase no discurso, propostas e de iniciativas da atual administração. A primeira seção apresenta brevemente os antecedentes. Segue-se uma avaliação da política explícita e das modificações institucionais mais recentes, isto é, a partir de 1995. As políticas industrial e de comércio exterior de fato praticadas representam a maior parte do texto e são objeto da terceira seção. Uma seção de conclusão expõe os dilemas e limitações que vêm caracterizando as políticas industrial e de comércio exterior no último triênio. No Apêndice apresenta-se um resumo da legislação de defesa comercial (antidumping e de salvaguardas), aprovada no final de 1995.

This paper analyses the recent evolution of trade and industrial policies in Brazil, focusing on the planned and actual initiatives of the present administration. We begin with a short presentation of the main antecedents of trade and industrial policies, particularly with respect to changes since 1990. A description of institutional and economic policy changes since early 1995 follows. Section 3 contains the core of the work. It is devoted to an evaluation of the policy course actually followed and the difficulties involved in implementing active industrial and trade policies in the context of the new economic environment. A reflection on the dilemmas and constraints of present industrial and trade policies closes the work. An appendix contains a summary of the legislation on antidumping and trade safeguards passed at the end of 1995.
