Abstract

O objetivo do trabalho é examinar a evolução da informalidade no mercado de trabalho brasileiro no período pós-abertura comercial, destacando suas dimensões espacial e setorial. A utilização das informações da PNAD permite identificar uma clara dicotomia entre o ocorrido nas regiões metropolitanas, em particular as cobertas pela PME, onde a informalidade cresceu muito, e o restante do país, onde ela diminuiu. A combinação desses dois padrões resultou em uma igualdade do grau de informalidade em plano nacional nos anos extremos, com poucas oscilações ao longo do período. Uma consequência dessa estabilidade, mesmo que em patamares elevados, é que, de forma surpreendente, o percentual de contribuintes para a previdência não diminuiu, tendo até crescido ligeiramente. Outro resultado interessante é que o propalado papel da mudança de estrutura ocupacional, ditado pelo processo de terceirização de várias atividades da indústria, não foi o único fator importante para explicar o aumento da informalidade metropolitana. Na verdade, o expressivo aumento da informalidade dentro do segmento industrial aponta para uma disseminação de uma “cultura da informalidade” no meio metropolitano, que seria o principal responsável para a explicação daquele aumento. Por fim, a própria indústria é ilustrativa das diferenças na evolução da informação, haja vista que enquanto a incidência de vínculos informais cresceu de forma expressiva nas grandes metrópoles, segundo tanto a PME quanto a PNAD, nas áreas não metropolitanas observa-se até ligeira redução.

The aim of this paper is to investigate the evolution of informality in the Brazilian labor market after the economic opening process, emphasizing spatial and sector patterns. The data from PNAD allows one to identify a clear dichotomy between metropolitan regions, where informality increased substantially, and the nonmetropolitan areas, where it went down. In the aggregate, the levels are quite similar for the initial and final years, with low variations along the period. One important consequence of this stability is that, against the widespread feeling, the percentage of social security contributors did not decrease. Another interesting finding is that the sector reallocation, with the migration of a series of activities from the industrial to the service sector, opposed to what is usually believed, did not play a crucial role in explaining the rise in metropolitan degree of informality. In fact, the remarkable increase of informality within the industrial sector points to a dissemination of a “culture of informality” in the metropolitan areas, which would be the main factor to understand such upswing. Symptomatically, the industrial sector did not display the same behavior in the non-metropolitan areas, where there was even a decrease in the incidence of informal practices, which illustrates well the spatial differences in the evolution patterns.
