Abstract
Este trabalho tem como objetivo analisar a influência do ambiente institucional e organizacional da logística na exportação de grãos das cooperativas do oeste do Paraná. Com caráter exploratório-descritivo, utilizou-se pesquisa bibliográfica e documental, técnicas de observação e entrevistas com agentes envolvidos nas distintas rotas de exportação de grãos. Como resultado, na rota de exportação via porto de Paranaguá, as mudanças institucionais geraram limitações no desenvolvimento e ampliação dos modais rodoviário e ferroviário, que tem diminuído devido à atuação, à articulação e aos investimentos das cooperativas. Como estratégia para as organizações do oeste, principalmente as cooperativas agrícolas, surge o potencial da hidrovia Paraná-Paraguai, que não é explorada pelo oeste (Paraná), mas já é utilizada para a exportação de grãos do Paraguai. A inserção de uma nova alternativa pode beneficiar a competitividade e, consequentemente, a diminuição dos custos logísticos entre os modais rodoviário, ferroviário e hidroviário para as exportações do oeste (Paraná).

This work has as objective to analyze the influence of the institutional environment and organizational logistics in the export of beans from the cooperatives of the West of Paraná. With character exploratory-descriptive, used bibliographic and documentary investigation, technicians of observation and glimpsed with agents wrapped in the distinguished routes of export of grains. Like result, in the export route by port of Paranaguá, the institutional changes have generated limitations in the development and expansion of the modal road and rail, which has decreased because of the acting, articulation, and investments of the cooperatives. As a strategy for organisations in the West, especially the agricultural cooperatives, there is the potential of the waterway Paraná-Paraguay, which is not exploited by the West (Paraná), but is already used for the export of grain from Paraguay. The insertion of a new alternative can benefit the competitiveness and, consequently, the reduction of logistics costs between the modes road, rail and waterway to the exports of the West (Paraná).
