Abstract

As relações entre Brasil e Argentina são marcadas atualmente pela ênfase na parceria e, apesar da persistência de focos de divergências entre ambos, há um predomínio da cooperação que contrasta com a lógica de equilíbrio de poder e rivalidade que predominou durante a maior parte da história das relações bilaterais. A mudança nas relações bilaterais permitiu o início de processos de cooperação no sul do continente americano, os quais passaram a ser destacados por ambos os países como um tema importante no âmbito da política exterior e de defesa. Tal transformação pode ser entendida, em uma perspectiva construtivista, como um indício de modificação da visão sobre o outro, que passa a ser percebido de maneira positiva, e pode levar à formação de uma noção de coletividade. Assim, o objetivo do trabalho é entender as mudanças na concepção argentina sobre a parceria com o vizinho e a cooperação regional em temas de segurança e defesa, enfatizando as reações desse país aos projetos regionais brasileiros. Nesse sentido, são analisadas as concepções argentinas sobre a cooperação regional com base em uma perspectiva histórica, mas com especial ênfase ao governo de Néstor Kirchner. Nesse período, o governo argentino apontava para a necessidade de uma política externa mais regionalista e destacava a importância da parceria bilateral, mas conviveu com um vizinho em ascensão e que apresentou projetos próprios que não necessariamente condiziam com as preferências argentinas. Assim, o artigo visa a analisar as mudanças nas concepções de cooperação regional por parte da Argentina e entender como o país reagiu à proposta brasileira de criação de um espaço geopolítico sul-americano. O artigo está dividido em quatro seções, primeiramente é feita uma breve contextualização histórica das percepções argentinas sobre o Brasil e a região. Em seguida, o foco de análise é a década de 1990 e, posteriormente, é considerado o período do governo Kirchner. Por fim, são feitas as considerações finais.

Relations between Brazil and Argentina are currently marked by an emphasis on the partnership and, despite the persistence of differences between them, there is a predominance of cooperation which contrasts with the rivalry and the balance of power discourse that prevailed for most of the bilateral relations history. This change has enabled the beginning of cooperation processes in the South American continent, which began to be understood by both countries as an important issue within the Foreign Policy and Defense fields. Therefore there was a change in the reciprocal view of the Alter, which is now perceived in a positive way, what can evolve to the formation of a sense of community. Thus, the objective in this paper is to understand Argentina’s conception of regional cooperation on security and defense issues, emphasizing its reactions to Brazilian regional projects. Argentina’s position is analyzed on a historical perspective, but with special emphasis on the period of Néstor Kirchner government. In that moment, the Argentine government expressed the need for a regionalist foreign policy and emphasized the importance of bilateral partnership, but lived with an emergent neighbor which presented its own projects, which did not necessarily converged with the Argentine preferences. Thus, the article aims to analyze the changes in Argentina’s conceptions of regional cooperation and understand how the country reacted to the Brazilian proposal to create a South American geopolitical space. The article is divided into four sections, first it is exposed a brief historical context of Argentina’s perceptions about Brazil and the region. The second section analyses the 1990s, and the third takes into consideration the Kirchner government period. Finally, the final considerations are made.
