Abstract
O objetivo deste artigo é analisar em que medida a regulação do setor de saneamento básico está sendo efetiva para garantir que as estruturas tarifárias das empresas estaduais de saneamento gerem recursos para investimentos no setor. Para tanto, é feita uma breve caracterização do saneamento no Brasil, apresentando a evolução no acesso a esses serviços, os investimentos realizados e as principais ações para a regulação do setor. São apresentadas as estruturas tarifárias das empresas estaduais de saneamento, bem como a situação econômico-financeira dessas empresas. A pesquisa conclui que a falta de investimentos está relacionada, em parte, à falta de uma regulação efetiva, que tem permitido práticas tarifárias que deixam as principais empresas de saneamento em situação deficitária, ou, quando superavitária, com baixa capacidade para realização de investimentos. Uma das propostas apresentadas é o estabelecimento de uma entidade reguladora em âmbito nacional, para fortalecer a regulação desse setor.

The objective of this article is to analyze if the regulation of the basic sanitation sector is being effective to ensure that the tariff structures of the state sanitation companies generate resources for investments in the sector. A brief characterization of sanitation in Brazil is presented, showing the evolution in access to these services, the investments made and the main actions to regulate the sector. It presents the tariff structures of the state sanitation companies, as well as the economic and financial situation of these companies. The research concludes that the lack of investments is related, in part, to the lack of effective regulation that has allowed tariff practices that leave the main sanitation companies in a deficit situation or, when surplus, with low capacity to make investments. One of the proposals presented is the establishment of a regulatory entity at the national level, to strengthen the regulation of this sector.
