Abstract

O crédito rural abrange recursos destinados a custeio, investimento e comercialização, sendo o principal instrumento da política agrícola brasileira. Entretanto, a ausência de direitos de propriedade sobre a terra é um fator controverso que gera, por sua vez, restrição de crédito, dado que esse ativo é utilizado como garantia. Tal restrição é marcadamente severa particularmente ao grupo de pequenos agricultores que, no Brasil, possuem o Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) como única política pública a eles destinada. Assim, por intermédio dos microdados da Pesquisa Nacional por Amostra de Domicílios (PNAD) 2014, este estudo buscou avaliar o impacto da posse da terra das denominadas “pessoas potencialmente classificadas como agricultor familiar” (PPCAF) sobre o crédito rural no Brasil. Para tanto, fez-se uso dos métodos de balanceamento por entropia e propensity score matching e analisou-se então a sensibilidade de modo a averiguar a robustez dos resultados em face das variáveis omitidas. De acordo com os resultados obtidos, a posse da terra está positivamente relacionada ao crédito rural, principalmente na região Sudeste. Em contraste, os resultados para as regiões Sul e Centro-Oeste não se revelaram estatisticamente significantes.

Investment in the rural resources sector was destined costing, investment and commercialization, being the main instrument of the Brazilian agricultural policy. However, the absence of well-defined land ownership rights is a credit constraint, as this asset is used as collateral. This restriction is even more severe for small farmers who, in Brazil, have the National Program for the Strengthening Family Farming (Pronaf) as the only policy aimed at this public. Thus, the present study, through the micro-data from the National Household Sample Survey of 2014, sought to assess the impact of land tenure of People Potentially Classified as a Family Farmer (PPCAF) on rural credit in Brazil, using the methods of entropy balancing and Propensity Score Matching, and finally, the sensitivity analysis was done in order to verify the robustness due to omitted variables. According to the results obtained, land ownership is positively related to rural credit, mainly in the Southeast region, while the South and Center-West were not statistically significant.
