Abstract

Com a consolidação da subárea de análise de política externa (APE) no Brasil, surgiram novas abordagens apontando para a diversificação crescente de atores partícipes do processo decisório da política externa. Tal como ocorreu no Brasil, nos espaços acadêmicos de países com densa produção na área, observou-se um movimento que incentivou analistas de política externa a abrirem o diálogo interdisciplinar para explicar essa realidade. Assim, pesquisadores estrangeiros e brasileiros passaram a fazer novas perguntas de pesquisa, fortalecendo o interesse sobre a dinâmica da politics no universo da política externa, ampliando o diálogo com a área de análise de políticas públicas (APP). Este artigo objetiva discutir como a subárea de APE tem enfrentado os efeitos da nova configuração do processo decisório da política exterior, examinando, em particular, seu diálogo com a literatura de APP. Por meio de uma abordagem qualitativa, baseada em revisão da literatura no Brasil e no exterior, este artigo busca responder às seguintes questões: como a APE tem usado metodologias e conceitos da APP para explicar o processo decisório e o conteúdo da política externa, além de discutir a sua avaliação? Quais os benefícios decorrentes deste procedimento? Quais são os obstáculos que têm sido enfrentados nessa empreitada? Por fim, responde-se à pergunta do título deste artigo em que a referência à parábola do vinho velho em garrafas novas lança luz sobre questões relativas à natureza do objeto da investigação, da inovação teórica e metodológica e da fertilização cruzada entre a APE e a APP. Conclui-se que há um significativo avanço no diálogo entre as subáreas no Brasil e no exterior, o que traz inúmeros benefícios recíprocos, podendo ampliar o escopo e trazer à luz novas conexões entre os planos interno e externo, assim como incentivar a reflexão sobre a própria natureza da política externa e das demais políticas públicas.

The consolidation of foreign policy analysis (FPA) subarea in Brazil has brought new approaches pointing to the increasing diversification of actors participating in the foreign policy decision-making process. As it has occurred in Brazil, foreign policy analysts from other countries have also opened an interdisciplinary dialogue to explain this new reality. Thus, several researchers began to ask new research questions, strengthening the interest in the dynamics of politics in the universe of foreign policy, and expanding the dialogue with the area of public policy analysis (PPA). This article aims to discuss how the FPA subarea has faced the effects of the new configuration of the foreign policy decision-making process, examining its dialogue with the PPA literature, in particular. By a qualitative approach this article seeks to answer the following questions: how FPA has used PPA methodologies and concepts to explain the decision-making process, the contente and the evaluation of foreign policy? What are the benefits arising from this procedure? What are the obstacles that have been faced in this endeavor? Finally, the question in the title of this article in which the reference to the parable of old wine in new bottles is answered shedding light on questions relating to the nature of the object of investigation, theoretical and methodological innovation, and cross-fertilization between FPA and PPA. It is concluded that there is a significant advance in the dialogue between the subareas in Brazil and abroad, which brings numerous reciprocal benefits, being able to expand the scope and bring to light new connections between the internal and external plans, as well as encouraging reflection on the nature of foreign policy and other public policies.
