Abstract

This note aims to contribute to the debate on the problem of the persistence of informal employment in Brazil in the current cycle of labor market growth. When observing the relationship between variations in the unemployment rate and the in rate of formalization of salaried jobs, one can see an unprecedented detachment in the 21st century. Faced with this reality, this technical note explores the decline in the state's capacity to enforce labour legislation as a possible explanatory factor for the difference between the two periods analyzed and argues that the fiscal constraint for restoring this capacity is less than expected when considering the revenue impact of actions to promote formalization and labour inspection.
