Abstract

The objective of this study is to analyze how municipal public policies are related to efficient delivery and universal access to sanitation services. Data Envelopment Analysis (DEA) and propensity score matching (PSM) were used to reach the objectives. The main results of the empirical analysis validate the hypothesis that the union of good indicators of human development, municipal management and the existence of economies of scale, with the implementation of municipal public policy can contribute to a more efficient service delivery. It can be observed that, through the PSM technique, there was a positive impact of the existence of policies on population access to water and sewage services, while no significant impact on the technical efficiency of the providers was observed. These results indicate the importance of the existence of institutions that allow the leverage of investments in physical capital and training of personnel in the sector, making the
provision, besides being universal, more efficient.
