Abstract

Brazilian tax burden increased after economic stabilization, reaching around 29% of GDP from 1994 on. However, as public expenditures grew faster, Brazilian fiscal deficit persists. Furthermore, as there is a large unattended demand for government services and investment, it is expected that, even counting on the success of current effort to restrict public expenditures, the tax burden will have to remain high yet for a long period. The analysis contained in this article suggests that the tax effort developed by Brazilian society is relatively high, well above the average for a sample of countries here considered. It is argued that sustainability of a high tax effort requires a reform aimed at improving the quality of taxation and the distribution of its burden among taxpayers. It is shown that, in recent years, a significant and increasing fraction of total tax collection have been derived from turnover taxes which elimination is called for. Payroll taxation is heavy and, different from most countries, about 2/3 of income tax revenue comes from corporations. More equitable distribution of the tax burden could be attained if reliance on personal income taxation were increased and control of evasion were more effective, both requiring, besides reform, improvement of tax administration.
