Resumo
We show how efficiency criteria for granting sector-targeted subsidies change when subsidies are partially financed by resources originating outside the local economy, using a model of production and investment networks with market imperfections. We then apply the model to analyze the sector-targeted tax incentives administered by SUDENE in Brazil’s Northeast region in 2023. We find that these incentives increase regional income by 0.4%. This effect could be further enhanced by expanding the set of eligible sectors or by reallocating the existing amount of tax expenditures across sectors.
