Abstract
Este trabalho traz uma revisão de literatura sobre o setor de serviços, com ênfase nos
seguintes temas: produtividade e emprego, inovação e comércio exterior. O setor de
serviços, historicamente, foi marginalizado dentro dos estudos de economia. Suas
atividades já foram consideradas como "não produtivas", e o setor ainda hoje é definido
em termos residuais, ou seja, tudo aquilo que não pertence às atividades agropecuárias ou à manufatura. Entretanto, o crescimento da participação do emprego e do valor agregado no setor de serviços, associado à emergência das tecnologias de informação e comunicação, como um vetor de inovação em outros setores da economia fez com que um melhor entendimento sobre as especificidades das atividades de serviços ganhasse cada vez mais prestígio. A importância do setor de serviços para o emprego e a presença de setores dinâmicos e produtores de insumos para a indústria justificam a relevância do
desenvolvimento de estudos que possam contribuir para a elaboração de políticas
públicas para o setor.

This study contains a literature review about the services sector, with an emphasis on the following themes: productivity and employment, innovation and international trade. The services sector has historically been marginalized in the economics literature. Its activities had already been considered “non productive”, and the sector still is defined as a residual, or, in other words, as everything that does not belong to agricultural or manufacturing. However, the growth of the share of the services in the employment and value added, and also the emergence of the information and communications technology as a vector of innovation in other sectors of the economy, contributed for the increasing importance of the understanding of the specificities of the service activities. The importance of the services sector for the employment, and the presence of firms that are dynamic and that produce inputs for the manufacturing companies, justify the relevance of developing studies that can contribute for the formulation of public policies for the sector.
