Abstract

This article examines the impacts of China’s energy policy in Central Asia through the lens of the “energy trilemma” concept, investigating how the country balances energy security, economic development, and environmental sustainability. China’s energy policy is one of the variables shaping its international strategy, including in the Central Asian region. Through the Belt and Road Initiative (BRI), Chinese investments in infrastructure, energy, and critical minerals have established a “Sino-Russian condominium” in the region, characterized by China’s economic leadership coexisting with Russia’s political and military influence. The research identifies that Central Asia is strategic for China for three main reasons: it supplies energy resources and critical minerals essential for the energy transition; it offers overland routes as alternatives to maritime routes controlled by the West; and it contributes to the stability of the Xinjiang region. This article focuses on analyzing China’s geopolitics toward Central Asia in light of the need to simultaneously ensure energy security by securing access to oil, natural gas, and critical minerals indispensable for electrification.
