À Diretoria de Estudos Internacionais (Dinte) compete a promoção e a realização de estudos, pesquisas e demais ações necessárias ao cumprimento da missão institucional do Ipea em questões pertinentes às áreas de acompanhamento e análise conjuntural dos fluxos de comércio e de capitais internacionais, à lógica de operação das corporações transnacionais, à dinâmica das cadeias produtivas globais, às instituições multilaterais, à integração regional, à cooperação para o desenvolvimento socioeconômico, à segurança energética e territorial, à condução da política externa, bem como ao acompanhamento dos acordos de cooperação e intercâmbio com órgãos e entidades públicas ou privadas internacionais de planejamento e pesquisa.

Presents a conceptual framework and a review of global good practices to improve the integration between social assistance programs and social insurance systems in Arab countries. The study addresses the challenges posed by high informality and low social protection coverage and proposes strategies to expand access to benefits, foster labor market formalization, and reduce socioeconomic vulnerabilities. Recommendations include structural reforms to integrate program financing, administration, and design, the creation of gradual transition mechanisms, the provision of subsidies and contributory incentives, and the strengthening of policies aimed at generating formal employment, with the ultimate goal of promoting more universal, inclusive, and sustainable social protection systems.

Climate injustice and climate debts : estimating responsibility for climate change

Examines the relationship between climate injustice and climate debts, proposing a methodology to estimate countries’ historical responsibility for greenhouse gas emissions and suggesting pathways to compensate for their unequal impacts. The study shows that developed countries, especially G7 members, have significantly exceeded their fair carbon budgets, while poorer and tropical countries—responsible for fewer emissions—suffer the most severe consequences of climate change. The report highlights that climate debts can be addressed through investments in low-carbon infrastructure, adaptation policies, deforestation reduction, and international financing mechanisms such as the Green Climate Fund and the Amazon Fund, aiming to promote climate justice, reduce inequalities, and foster a sustainable development model.
