Abstract
Este texto descreve os gastos públicos com cultura nas três esferas de governo no ano de 2002, analisando o montante dos dispêndios culturais e explorando as possibilidades de aplicação da Emenda ao artigo 216 da Constituição Federal (CF), isto é, a Proposta de Emenda Constitucional (PEC) 310/2004. Também tece algumas considerações a respeito do papel dos conselhos no Sistema Nacional de Cultura (SNC), procurando justificar a necessidade do concertamento político na elaboração de um sistema nacional e descentralizado, fundado na participação e na co-gestão da sociedade em relação às políticas culturais.

This paper describes the public expenditure in culture of the three levels of government in the year 2002, analyzing the amount of the cultural expenditures and the possibilities for the application of the Amendment, article 216 of the Federal Constitution, meaning, PEC 310/04. It also makes some considerations in respect to the role of the cultural councils in the National Cultural System. Therefore, it intends to justify the need for a political agreement in the elaboration of a national and decentralized system, funded in the social participation and co-management of cultural policies.
