Abstract
O artigo investiga quatro fontes de financiamento do investimento federal para atividades produtivas e infraestrutura no país. Ao fazê-lo, põe foco, de um lado, na alocação governamental por recursos em atividades produtivas alavancadoras do crescimento econômico e, de outro lado, no perfil regional de distribuição dos recursos alocados. Mostra a existência de forte desalinhamento e fragilidade de mecanismos de coordenação entre o emprego de recursos e as políticas públicas destinadas à modernização tecnológica, à renovação industrial e à redução das disparidades regionais.

The article examines four federal sources of financing for productive activities and infrastructure in the
country. In doing so, it puts some light, on the one hand, on the government´s allocation of resources
that leverage economic growth and, on the other hand, on the regional profile of the distribution of
financial resources. It shows the existence of a strong misalignment and lack of coordination mechanisms
between the use of resources and related public policies aimed at technological modernization, industrial
renewal and reduction of regional disparities.
