Abstract

Uma reforma tarifária deve buscar dois objetivos: número reduzido de alíquotas e menor dispersão da proteção efetiva entre setores. Este trabalho avalia a redução de tarifas sugerida por Ipea, Centro de Debate de Políticas Públicas do Centro de Estudos de Integração e Desenvolvimento (CDPP/Cindes), fórmula suíça, de Maurício Moreira e Felipe Souza, e corte linear de 40%. Os resultados mostram que elas proporcionam uma redução significativa da proteção efetiva e nominal, sem alterar a ordenação dos setores. A maior homogeneidade da proteção é atingida pela fórmula suíça, enquanto a redução das alíquotas é obtida com os critérios do Ipea e do CDPP/Cindes. O corte linear é mais útil para enfrentar as pressões políticas.

A tariff reform must aim at two objectives: a small number of nominal rates and avoiding excessive dispersion in effective protection rates. This work evaluates the reduction of tariffs suggested by Ipea, Centro de Debate de Políticas Públicas of Centro de Estudos de Integração e Desenvolvimento (CDPP/Cindes), by Maurício Moreira e Felipe Souza, and a linear cut of 40%. The results show that they all provide a significant reduction in effective and nominal protection rates, without changing the ordering of the sectors. The highest homogeneity of protection rate is obtained through the Swiss formula, while the reduction of rates is achieved with the Ipea and CDPP/Cindes criteria. Linear cutting is most useful for coping with political pressures.
