Abstract

Este texto avalia os impactos da liberalização financeira internacional sobre o crescimento econômico e o bem-estar social dos países em desenvolvimento e desenvolvidos com base em uma revisão da literatura teórica e empírica sobre o tema. Ele inicia-se com o modelo neoclássico tradicional de crescimento e com alguns modelos de crescimento endógeno, que supõem mercados de capitais perfeitos. A apresentação de modelos que introduzem imperfeições nos mercados financeiros e de capitais, como restrições ao crédito e informações assimétricas, mostra que os resultados da liberalização da conta de capitais devem ser diferentes dos previstos pelos modelos com mercados de capitais perfeitos. Trabalhos empíricos apresentados na última seção do texto corroboram as previsões dos modelos com mercados de capitais imperfeitos e fornecem recomendações políticas para que economias emergentes possam reduzir a volatilidade dos fluxos de capitais e evitar que a abertura financeira reduza suas taxas de crescimento econômico.

This paper assesses the effects of the international financial liberalization on the economic growth and social welfare of developed and developing countries by surveying the related theoretical and empirical literature. It covers initially the traditional neoclassical growth model and some endogenous growth models with perfect capital market. The analyses of models that introduce imperfections in the financial and capital markets, such as credit rationing and informational asymmetries, shows that the results of the capital-account liberalization may be different from the predicted by the perfect capital market models. Empirical works, presented at the last section of the paper, confirm the predictions of the imperfect capital markets models and give political recommendations in order to emerging economies reduce the volatility of capital flows and avoid that the financial openness reduces their economic growth rates.
