O texto aborda a análise de lacunas ("gaps") econômicas no contexto da teoria dos dois gaps e sua aplicação ao Plano Trienal brasileiro. Essas lacunas referem-se a restrições de recursos e divisas externas que impactam o crescimento econômico. modelo de análise dos "dois gaps" considera as diferenças entre a lacuna de recursos domésticos e a de divisas estrangeiras como restrições ao crescimento econômico. A abordagem utiliza equações que vinculam investimento, poupança, exportações e importações para determinar qual gap domina em diferentes taxas de crescimento. Se o gap de recursos domésticos predomina, a limitação está na capacidade de poupança interna; se o gap de divisas prevalece, a restrição recai sobre a necessidade de financiamento externo para importar bens essenciais. No caso do Brasil, a análise sugere que, em taxas de crescimento elevadas, o gap de divisas é dominante, enquanto o gap de recursos se torna relevante em ritmos mais baixos de expansão. Críticas incluem a rigidez dos pressupostos sobre demanda inelástica por exportações e a substituição limitada de importações, além da dificuldade de prever comportamentos de poupança e investimento. A estratégia do Plano Trienal visava superar essas barreiras ao combinar aumento de demanda com aproveitamento da capacidade ociosa e ampliação de investimentos, dependente de ajustes fiscais e poupança pública para sustentar o crescimento de longo prazo.

These gaps pertain to resource and foreign exchange constraints that affect economic growth. The two-gap analytical model considers the differences between the domestic resource gap and the foreign exchange gap as restrictions on economic growth. The approach employs equations linking investment, savings, exports, and imports to determine which gap prevails under different growth rates. If the domestic resource gap dominates, the limitation lies in the internal savings capacity; if the foreign exchange gap prevails, the constraint stems from the need for external financing to import essential goods. In Brazil's case, the analysis suggests that at high growth rates, the foreign exchange gap is dominant, whereas the resource gap becomes significant during slower expansion rates. Criticisms include the rigidity of assumptions regarding inelastic demand for exports and limited import substitution, as well as the difficulty in predicting savings and investment behaviors. The Triennial Plan's strategy aimed to overcome these barriers by combining demand stimulation with the utilization of idle capacity and increased investments, relying on fiscal adjustments and public savings to sustain long-term growth.
