Abstract

This paper attempts to analyse the main guidelines and results of the brazilian federal housing policies during the period 1964/1998. The distinguishing feature of this period is that the federal housing policies were based on the Housing Financial System (SFH), which financed more than 6 million housing unities. The main conclusion of the paper is that the federal housing policies had a turning point in 1994, when it started to focus on the low income groups, as well as on the needs of the people in both informal labour and housing markets. The policy also became more oriented to enable the housing markets to work efficiently than before 1994. The lack of economic research on the brazilian housing sector, however, does not allow us to evaluate properly the results of the post 1994 federal housing policy.
