Abstract

The current energy transition, characterized by significant growth in renewable and cleaner energies in the global energy matrix and major changes within the electric sector, represents a significant deployment of various government policies. Primarily, policies related to climate change and the pursuit of goals established in various climate and environmental regimes. In this process, the South American region could play a crucial role. On one hand, it possesses an abundance of key energy resources in this transition, such as wind, solar, and biomass energy, which could be shared through cross-border interconnections. Furthermore, some countries have local industries that could self-supply the region and become export hubs. Despite the inherent challenges in managing and sharing common resources among countries, the role of regional institutions aiming to promote energy integration is pivotal. These institutions include both public and private organizations, with the capacity to establish cooperation mechanisms in the energy sector, which can lead to greater gains and economies of scale, fostering exchange and creating local productive chains. However, the existing institutional structure requires revisions and updates to adapt to ongoing global events, especially those related to the energy transition, to effectively project itself within the geopolitical context. This work aims to study the process of energy integration in South America, with a focus on the electric sector. It will be carried out through a chronological analysis of the efforts of such institutions promoting energy integration using the Process Tracing method. Mechanisms such as agreements, treaties, and other forms of cooperation will also be explored. Furthermore, it will seek to evaluate the future prospects of energy integration in relation to the impacts of the energy transition and the most recent institutional modifications. The theoretical approach used is based on fundamental concepts of energy geopolitics.
