Abstract
A República Popular da China tem seguidamente surpreendido pela capacidade de alcançar objetivos no campo econômico, científico e tecnológico. Em boa medida, sem o suporte de estruturas institucionais e regulatórias que, na visão estabelecida nos países industrializados, seriam pilares de um sistema econômico eficiente. Sem distinção, um sistema econômico eficiente depende de um sistema de normas e normalização técnica adequadamente estruturado e eficaz. Este artigo é uma introdução ao papel da norma e regulação técnica para o comércio internacional. Examina as peculiaridades da presença chinesa nos acordos comerciais e a recente reforma do ambiente técnico regulatório chinês. Também oferece algumas reflexões sobre possíveis impactos que o modo como o país asiático se conduz nesses temas pode ter no ambiente de governança econômica e comercial global, tendo a seguinte pergunta em perspectiva: haverá um modo chinês de sistema de normas e padronização técnica?

The People’s Republic of China has repeatedly surprised the world for its ability to achieve goals in the economic, scientific and technological fields. To a large extent, this has happened without the support of institutional and regulatory structures that, in the view established in industrialized countries, would be the pillars of an efficient economic system. Without distinction, an efficient economic system depends on a properly structured and effective system of technical norms and standards. This article is an introduction to the role of technical standards and regulations in international trade. It examines the peculiarities of the Chinese presence in trade agreements and the recent reform of the Chinese technical regulatory environment and offers some reflections on the possible impacts that the Asian country’s options may have on the global economic environment and trade governance with the following question in perspective: will there be a Chinese mode of technical standardization?
